Changes to the criteria for membership of SCONUL were agreed at the AGM in June 2021.  The new criteria are available here.

In summary, the following institutions in the UK and Ireland are eligible for membership:

• institutions wholly or largely devoted to the provision of HE in the UK or Ireland, the primary purpose of which is teaching, scholarship and research
• national libraries of the UK and Ireland
• organisations holding collections of national significance.
